Was it shimmed before. What parts were on there before if it was shimmed. Is it the same starter and fly wheel. Is the starter binding, or not engaging smooth or retracting out smoothly. Do you have the right starter for the fly wheel or do you have the right fly wheel for the starter. You have try-ed it with out the shims some time you will not need them or as Meany. now there is a 152 or 168 tooth fly wheel. The 152 tooth fly wheel need the smaller starter, the 168 fly wheel need the bigger starter. did you by a starter shim kit or get one with your starter if you bought a new starter. You may not have the right number shims in place or small enough shim for the spacing you need. this is as much info I can give you till you find out what is the parts you have , or how it engaging . If that the problem.
I hope this helps or get you in the right direction. Pontiac1976
