I had problems with the chat board causing alot of pop ups so I removed it till I can find one that doesn't.

You'd have to subscribe to the TAG board to remove the pop-ups. Brian had to do the same.
Have you searched for a "shout-box" hack at SSD?

If a chat board became available would we have a certain time in mind for when there would actually be people online for us to chat with?

The tag board we were talking about was a small area at the bottom of the main page where you could real-time chat.
The problem was, that is was a free service that was riddled with pop-ups. I HATE pop-ups....LOL.
I guess to answer your question, the easiest way would be to make a new topic in the general area. Something like "Lets have a Chat this Thursday, the 28th" at X:XXpm"
My site has a chat room, and we always seem to miss people, sometimes by mere minutes. It's always hit or miss in regards to chatrooms, but arranging a specific date/time would surely help.
