Does anyone know who if anybody remanufactures these? Classic Industries and LMC Truck make speedos, fuel plus the other gauges but not a factory tach. Or does anybody out there have a working used tach for sale?

Factory Tach is a nice idea! However, get your wallet out! and "buyer beware" of the ebay stuff. A savvy buyer knows that most of these need a few hundred bucks to get up and running! Let along many of the ebay sellers are peddling clusters that were pulled out of 2 1/2 ton trucks and other Trucks, not knowing the application and year. With that, Here is my advice, Speaking from experience and the road of hard knocks.
for what its worth.
1) When buying a tach cluster, Make sure it applies to your truck there are different clusters for different years, it is NOT universal 73-87 Tach cluster's are completely different you cannot install a "raw tach" in a "non tach" cluster its best to buy one complete and un-touched. 2) Sometimes its worth the cash to buy one that had been re-conditioned and re-calibrated. Usually this means that the sellers have taken the time to know what it is a what it fits. There are professionals that re-build tach's I used "the tach man" he was expensive, however very good and rebuilt my circuit board.
3) there is a difference between a 6 cyl and a v8 tach..... know your numbers and don't buy the wrong one!
4) The wire harness is not "all that" important, you can simply build your own, it requires three wires, 12volts "keyed", Ground, and the "tach" lead off your HEI "Tach" post. Thats It!! everything is visibly labeled on the back of the tach (or cluster) If you can remove your cluster, you can wire the tach. (provided you have an HEI)
I could ramble on forever, but I need to go. So thats my 2 cents worth.
