I am currently in the process of flipping my rear shackles on my truck. The problem I am having is that the bolt in the shackle to hanger seems to be stuck and I can't get it out. Any ideas?

Get a sawzall, and run it in between the bushing and the shackle.
Once you cut both ends of the bolt off, the spring should drop out for you. You'll need to either work HARD to get the rusted bolt out, or replace the bushing.

That's just NASTY!
Use a drill to cut out the rubber, pound out the center of the bushing. Use a hacksaw or sawzall to cut a groove all the way through the outer sleeve. Pound a screwdriver between the shackle and the sleeve, right beside the groove. Once you have lifted one end, grab it with vise grips and twist it out.
Definately NOT the easiest way to change a bushing, but it DOES work.

I got it out!!! I used a C clamp to push the sleeve out enough to get vice grips on it and twisted it out!

getting those old bushings is a pain in the A$$ to say the least i ended up having to hammer and chisle most of mine out
