Help! My horn button won't go back together!

I took the factory steering wheel off my 79 C20 (Oh I have a 2nd truck now) to replace the turn signal cam, and I can't seem to figure out how to put the horn button back together. It worked before, but now when I snap it in, its constantly contacting the 'horn button' and it doesn't want to spring back, what am I doing wrong? Enclosed is a photo of parts and order I have been putting it on. Is there a spring I'm missing?

Really? No one here knows how a stock steering wheel horn button goes together on these trucks?
